At this point, <br />water users can be cautiously hopeful, that if there is as much accumulation during March as there <br />was in February, there will be above average measurements by April I. The measurements are <br />variable throughout the basin, ranging from 85% nf average in the Plateau Creek Watershed, to <br />107% of average in the Willow Creek Watershed. There was 117% of average precipitation <br />during February, which was the first month with an above average monthly measurement since <br />November. The water year total is now 89% of average. Reservoirs in the basin remain very low <br />for this time of year at only 36% of average storage for the end of February. All of the stream <br />forecasts have improved from last month, but they are still much below average. Forecasts range <br />from 78% of average on the Roaring Fork al Glenwood Springs, to 86% of average at the inflow <br />to Green Mountain Reservoir. <br />
