Potential sources for imported water include:

(1) Excess water available from the Denver Water Department during wet and
above-average years;

(2) The Union Park project;

(3) The Stockman's Water Company project; and/or

(4) Other trans-basin diversion projects that are as yet unidentified.

Any operational plan associated with the Rueter-Hess Reservoir would be contingent upon
which sources of water described above would actually be stored in Rueter-Hess Reservoir,
and the entities that would be involved in the operation of the reservoir. However, none of the
imported water supplies described above is currently available for District use and, therefore,
the District is developing this reservoir project initially based on the in-basin supplies
available. Because ofthe variables, no specific operational plan can be developed at this time,
but general operating philosophies can be enumerated which likely will be followed at the

reserVOIr.

Based on this, the general operational philosophy for Rueter-Hess Reservoir willi be as
follows:

(1)

The reservoir will be operated consistent with the Douglas County Water
Resource Authority Resolution, which calls for the maximization of in-basin
resources, including conjunctive use.

5611i.rpt

-13-
