The forecast <br />currently indicates that total mainstream Colorado River water use by Lower Division States is <br />about 8.2 million acre-feet as anticipated in the surplus Annual Operating Plan for 2000 with <br />consideration for estimated unmeasured return flows. <br /> <br />Estimated 2000 water use is based on actual use for January through June 2000, users' <br />historical use patterns, and scheduled use provided by users. Projected use for each user is being <br />provided so that water users can monitor their use of water and avoid any overuse during the <br />year. Because seasonal agricultural requirements can vary significantly from year to year, it is <br />emphasized that all users should promote water conservation and plan to keep water use within <br />their annual entitlement. <br /> <br />We expect the actual use data contained in the projections will provide the basis for the <br />"Compilation of Records in Accordance with Article V of the Supreme Court of the United States <br />in Arizona v. California" (Article V records) for calendar year 2000. As a result, we are asking <br />that each user review the actual use data and notify us if any of the records appear to have errors. <br />Your review of the accuracy of the records during the year will help us complete the final <br />Article V records in a timely fashion. The final 2000 Article V records will be used to determine, <br />among other things, the extent to which any individual users of Colorado River water may have <br />exceeded their entitlement.
