<br />Sincerely, <br /> <br />K~fIi~ <br /> <br />Principal Engineer <br />Colorado Springs Utilities <br /> <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />il <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />,I <br />I <br />I <br />I <br />I <br /> <br />Modification Program (WDMP) implemented a successful model for combining local, state, and <br />federal resource in providing a means for scientific evaluation of operational cloud seeding <br />projects (rainfall and snowfall enhancement and hail suppression) in North Dakota, Oklahoma, <br />Texas, Colorado, Utah, Nevada, and California. We support this cooperative federal-state <br />research model. <br /> <br />Passage ofH.R. 3445 and its Senate companion S. 1807 in the 1 10th Congress will be key <br />to the establislunent of a comprehensive and coordinated national weather modification policy <br />and to the funding of weather modification research through a program. It is our understanding <br />that the North American Interstate Weather Modification Council (NAIWMC) supports this bill. <br />The NAIWMC is a Council often state level representatives that collectively in their states are <br />spending over $15 million each year on weather modification operations that include snow pack <br />augmentation, rainfall augmentation, and hail suppression. In addition to the NAIWMC, this <br />legislation has the support of the Family Fann Alliance, the Western States Water Council, the <br />Weather Modification Association, and a myriad of local interests including: ground water <br />management districts, water conservation districts, water and sanitation districts, agricultural <br />interests, and municipal and county governments.
