The Honorable Jon Kyl
January 23, 2008
Page 2

In correspondence to the Secretary of the Interior, the seven Colorado River Basin states
recommended implementation of an expanded weather modification program as part of a
package of actions to prepare for and respond to shortage conditions. Covering about one-twelfth
the area of the coterminous United States and including parts of seven states and the Republic of
Mexico, the Colorado River Basin is a major source of water supply for urban and agricultural
areas throughout the arid Southwest. The Colorado River is the primary renewable water supply
available to Arizona. The protection and augmentation of the Colorado River water supply for
Arizona users is vital to the economic health of Arizona. Weather modification can play an
important role in protecting Arizona's most important water supply. Passage of S. 1807 in the
110th Congress is key to the establishment of a comprehensive and coordinated national weather
mitigation policy and to the funding of weather mitigation research, which can support long-term
weather modification programs such as those in the Colorado River Basin.

Sincerely,

~: e\ W'

David S.
