<br />Page 2 of5 <br />January 9,2002 Draft <br /> <br />Governance Structure <br /> <br />An overall strategy that provides the leadership, support, and guidance to <br />accomplish Colorado's commitment to the proposed project must bedeveloped. A <br />governance structure headed by the State with supporting u++FI!li!+!lii+liIE+participation by <br />water users Gland others through contracts and/or advisory groups will be necessary to <br />fulfill the State's obligations under the Proposed Program and the State's responsibility <br />for effective water management and administration. To fulfill these responsibilities, a <br />functional organization that is responsible to develop, operate, and maintain the physical <br />elements of the Tamarack Plan must be created. The many details of the Tamarack Plan <br />must be defined, agreements signed, and duties and responsibilities assigned. <br /> <br /> <br />proposed governance structure and operational <br />arrangements outlined below will facilitate the completion of these important tasks so <br />that the State's obligations to the Proposed Program can be met using effective and <br />efficient water management and administration principles. An attached spreadsheet <br />illustrates these organizational relationships and programmatic responsibilities. <br /> <br />In the proposed governance structure, the Department of Natural Resources ("DNR") <br />would continue to represent the State's interests and appoint the Colorado representative <br />to the Governance Committee. Additionally, DNR would direct the state effort, <br />including implementation of the Tamarack Plan. DNR would establish the Colorado <br />Platte Operations Group (CPOG) comprised of staff from the Division of Wildlife <br />(DOW), Colorado Water Conservation Board (CWCB), and the Division of Water <br />Resources (SEO) along with representatives from the South Platte water users and well <br />augmentation entities. CPOG's task is to cooperatively resolve the numerous <br />l,l;Hn .,;+ planning, design, ur;lconstruction, operations, and maintenance issues <br />associated with implementing the Tamarack Plan. It is CPOG's responsibility to reach a <br />consensus on all issues related to implementation of the Tamarack Plan, with the <br />exception of those Tamarack Plan projects on SW As. DOW will be the final authority on <br />any decision related to multiple uses of a SW A. Nonetheless, DOW agrees to make a <br />good faith effort to develop a consensus on resolution of the issue related to SW A within <br />the CPOG before exercising its final authority. <br /> <br />Facility and Operational Planning and Management <br /> <br />Once the governance structure is operational, the actual design, development, and <br />operation of the Tamarack Plan can go forward. As proposed, these tasks will be planned <br />and developed under leadership ofDNR for non-SW A and under the leadership ofDOW <br />on SW As. The CPOG will assist DNR and DOW with these tasks.
