Domenici <br />The Honorable Harry Reid <br />March 3, 2005 <br />Page 2 <br /> <br />The enactment of Public Law 106-392, as amended by P.L. 107-375, authorized the <br />Federal Government to provide up to $46 Million of cost sharing for these two ongoing <br />recovery programs' remaining capital construction projects. Raising and stocking, of the <br />endangered fish produced at program hatchery facilities, restoring floodplain habitat and fish <br />passage, regulating and supplying instream habitat flows, installing diversion canal screens <br />and controlling nonnative fish populations are key components of the programs' ongoing <br />capital construction projects. Subsection 3(c) ofP.L. 106-392 authorizes the Secr,etary of the <br />Interior to accept up to $11 Million of contributed funds from Colorado, Wyoming, Utah and <br />New Mexico, to expend such contributed funds as if appropriated for these projects; and <br />provides for-an additional $17 Million to be contributed from revenues derived from the sale <br />of Colorado River Storage Project (CRSP) hydroelectric power. This substantial non-federal <br />cost-sharing funding demonstrates the strong commitment and effective partnerships <br />embodied in both of these successful programs. The requested federal appropriations are <br />critically important to these efforts moving forward. <br /> <br />The past support and assistance of your Subcommittee has greatly facilitated the <br />success of ' these multi-state, multi-agency programs.
