3. Allocation of $211,000 in "recovery" funds for the San Juan River Basin
Recovery Implementation Program to the Fish and Wildlife Service for fiscal year
2006 to meet the Service's Region 2 expenses for the San Juan Program.
, .

The partnership under which these Programs operate.is structured through their authorizing
legislation, Public Law 106-392, as amended by P.L. 107-375. While authorizing the Federal
Government to provide up to $46 million in cost share funds for capital construction projects,
the Law also requires $17 million in cost share funds from the states and $17 million to be
contributed from revenues from the sale of Colorado River Storage Project (CRSP)
hydroelectric power.

Your Subcommittee has been very supportive of these two projects in past years. Colorado
and all of the program partners appreciate your help in making these fish recovery programs
achieve the goals they have set out to achieve. Once again, Colorado asks your support to
fund the Fish and Wildlife Service in this important effort.

~O~s.

Bill Owens

cc: Senator Wayne Allard
Senator Ken Salazar
Governor Dave Freudenthal
Governor Bill Richardson
Governor Jon Huntsman, Jr.
