Review: the project must promote collaboration and cooperation, <br />must meet multiple interests and multiple needs; number of types of entities and <br />degree of promotion of collaboration of consumptive and non-consumptive needs; <br />does not meet these criteria; urgency of need; length of time to implement water <br />activity and whether it can be implemented in least amount of time; this <br />application does meet one criteria that applicant has expertise and provide <br />matching fiends; demonstrate matching needs on inability of finding funds <br />elsewhere.
