<br />GREEN MOUNTAIN HISTORIC USERS POOL OPERATING PLAN <br /> <br />Paragraph 3.e.(1) of the Green Mountain Historic Users Pool (HUP) Operating Criteria, developed <br />pursuant to Paragraph 5.a. of the Stipulation and Agreement of the Orchard Mesa Check Case (case <br />No. 91CW247, Colo. Water Div. 5) calls for Reclamation to conduct a meeting involving the <br />Managing Entities 'to review HUP storage conditions, projected runoff forecasts, climatological <br />conditions, projected irrigation demands and 15-Mile Reach flow needs, and other operational <br />conditions to determine an annual operational plan' for the HUP, the Orchard Mesa Check and the <br />Grand Valley Power Plant. This 'Annual HUP Operating Plan' is to cover water operations for the <br />July through October irrigation season. The following operating plan outline is provided as <br />Reclamation's initial contribution to the development of the Annual HUP Operating Plan <br />recognizing that at the initial meeting with the Managing Entities additional information may be <br />provided on irrigation demands, the Check and the Grand Valley Power Plant. <br /> <br />1. Reclamation will conduct a meeting involving the Managing Entities to determine an annual <br />operational plan for the HUP, the Orchard Mesa Check and the Grand Valley Power Plant prior to <br />June 30th of each year. <br /> <br />Reclamation will conduct subsequent meetings or conference calls with the other Managing <br />Entities on an as needed basis to manage the releases of water from the HUP. At these meetings or <br />conference calls Reclamation in consultation with the Managing Entities will: <br />Review the storage in the HUP; <br />Review the hydrologic conditions of the Colorado River; <br />Review projected forecasts and climatological information; <br />Review irrigation demands; <br />Review I5-Mile Reach needs; <br />Determine the availability of water in the HUP surplus to the historic users needs; <br />Determine the timing and rate of any surplus releases. <br /> <br />Through the above process, Reclamation will attempt to manage the releases from the HUP to <br />maintain storage conditions in the HUP within the range of volumes represented by the Total HUP <br />Draw Down Band, unless it is determined that the releases are not needed to: <br />Meet the replacement needs of the HUP beneficiaries through out the irrigation <br />season; <br />Meet the direct delivery requirements of the Grand Valley irrigators; <br />Meetthe winter needs of the HUP beneficiaries. <br /> <br />During the above process, Reclamation will conduct an accounting of the releases from the HUP <br />for the various purposes and provide it to the other Managing Entities. <br /> <br />22 <br />
