<br />GENERAL OPERATING CRITERIA FOR GREEN MOUNTAIN <br />RESERVOIR <br /> <br />Criteria for the operation of Green Mountain Reservoir are contained in provisions of the following <br />documents and water rights cases: <br /> <br />Senate Document No. 80, 75th Congress, 1st Session <br />Consolidated Cases, Nos. 2782, 5016, and 5017 <br />October 12, 1955, Stipulation and Decree, Paragraph 6 <br />April 16, 1964, Stipulation and Decree <br />November 2, 1977, Memorandum Opinion and Order <br />February 9, 1978, Supplemental Judgment and Decree <br />(The above water rights cases are collectively known as the Blue River <br />Decrees.) <br />December 22, 1983, Federal Register, Operating Policy as amended September 11, <br />1987 <br />September 4, 1996, Stipulation and Decree of the Orchard Mesa Check Case <br />Colorado Water Div. 5, 91CW247 and attached HUP Operating Criteria, Paragraph 3. <br /> <br />The general operating criteria contained in these provisions are listed below): <br /> <br />1. Winter operation (November-March) <br />A. Release inflow when out of priority to supply downstream senior rights. <br />B. Replace CBT Project out of priority depletions, as required. <br />C. Make required augmentation releases for West Slope water users depletions <br />per Green Mountain Operating Policy and Orchard <br />Mesa Check case Settlement. <br />D. Make required releases for contract water depletions. <br />E. Set releases to attain start of fill target storage by April 15 and maximize <br />power generation, while maintaining; <br />1. Adequate storage to meet the anticipated requirements of Senate Document <br />80 and the agreements under the Stipulation and Agreement of the Orchard <br />Mesa Check Case, and; <br />2. A minimum power head, consistent with the integrated system power <br />operations. <br /> <br />20 <br />
