<br />content measurement was 105 percent of average, which resulted in an April-July most- <br />probable-runoff forecast volume of 95,000 acre-feet. <br /> <br />Precipitation over the Big Thompson River Basin in February continued well below average at <br />33 percent. March precipitation for the Lake Estes watershed was also below average at 52 <br />percent of the 1966-1995 average. April 1 snow-pack water content measurements were 62 <br />percent of average. The April-July most probable runoff forecast volume decreased to 65,000 <br />acre-feet. <br /> <br />April was extremely wet, with total precipitation at 6.56 inches or 345 percent of average. <br />However, inflows were 143 percent of average. May 1 snow water content measurements <br />increased to 94 percent of average and the April-July most probable runoff forecast volume was <br />increased to 95,000 acre-feet. <br /> <br />May was wet with precipitation at 3.26 inches or 130 percent of average. The Big Thompson <br />River inflow, in excess of the minimum required outflow below Lake Estes, was diverted as <br />skim water or priority water through Olympus Tunnel on May 1 and continued when Olympus <br />Tunnel capacity was available through September. For water year 1999, there were 18,400 acre- <br />feet of skim at Olympus Tunnel, and 28,563 acre-feet of skim at Dille for a total of 47,000 acre- <br />feet skim. However for this runoff season, 51,674 acre-feet of priority Eastern Slope water was <br />stored in either Carter Lake or Horsetooth Reservoir, a record year since the beginning of the <br />project. Operation of skim this water year was 122 percent of average. <br /> <br />The inflow peaked on June 19 at 956 ft3 fs. Releases to the river below Olympus Dam peaked at <br />517 ft3fs on June 16, 1999. June precipitation was 2.31 inches or 124 percent of average. Total <br />inflow for June was estimated at 45068 acre-feet or 138 percent of average. <br /> <br />Total August precipitation at Lake Estes was measure at 3.90 inches, which was 195 percent of <br />average. Total precipitation for the water year (October-September) was 26.11 inches or 149 <br />percent of average. The inflow above Lake Estes was 120,100 acre-feet for water year 1999, and <br />this was 133 percent of average. <br /> <br />Estes Power Plant generation totaled 71,800,000 kilowatt-hours for the water year and was <br />31,100,000 kilowatt-hours below average. <br /> <br />Carter Lake <br /> <br />Completed in 1952 with three dams, Carter Lake has a total storage capacity of 112,200 acre- <br />feet. Inflow of Project water to Carter Lake is from the Flatiron Pumping Plant with a capacity <br />of up to 400 ft3/s. <br /> <br />]4 <br /> <br /> <br />Carter Lake storage content at the beginning of the water year was 64,028 acre-feet, which was <br />well above the 30-year average of 54,440 acre-feet. <br />
