<br />releases for the 15 Mile Reach from Ruedi Reservoir, Fryingpan- Arkansas Project, and from <br />Wolford Mountain Reservoir, owned by the Colorado Water Conservation District. Due to <br />favorable water availability in the basin during 1999, releases of surplus HUP water were also <br />coordinated with the releases of the 15 Mile Reach from Granby and Willow Creek reservoirs <br />(jointly managed with the Northern Colorado Water Conservation District), and from Dillon and <br />William Fork reservoirs (owned and managed by Denver Water). Beginning on September 1 and <br />ending on November 3, the Managing Entities held weekly conference call meetings to assess the <br />availability of surplus water in the HUP and to make releases to the Grand Valley Power Plant. <br />A total of 35,566 acre-feet of surplus HUP water were released in support of the effort during <br />1999. Releases of surplus HUP water were discontinued after November 2. <br /> <br />The recorded flow at the Dotsero gage was 1,531,328 acre-feet for water year 1999, which was <br />103 percent of average. <br /> <br />The August and September inflows were 144 percent of average and 128 percent of average, <br />respectively. August was very wet at 147 percent of average precipitation. September <br />precipitation decreased to 86 percent of average. By the end of the water year, turbine releases <br />were at 600 ft3/s and reservoir storage was 129,331 acre-feet, which was only 4,490 acre-feet <br />above average. <br /> <br />The total 1999 water year undepleted inflow of 434,500 acre-feet was 60,480 acre-feet above the <br />1966-1995 average inflow of 374,020 acre-feet. Blue River, Dillon Reservoir, and Green <br />Mountain Reservoir operations for water year 1999 are summarized in table 2. <br /> <br />Gross generation at the Green Mountain Power Plant totaled 69,900,000 kilowatt-hours for water <br />year 1999. This was much above average at 124 percent, due to the high runoff year. <br /> <br />Willow Creek Reservoir <br /> <br />Completed in 1953, Willow Creek Reservoir has a total storage capacity of 10,600 acre-feet. <br />The uncontrolled spillway, located at the left abutment, has a capacity of 3,200 ft3fs. The Willow <br />Creek Feeder Canal begins at the left abutment with a capacity of 400 ft3/s for pumping to <br />Granby Reservoir. <br /> <br />Reservoir carryover storage coming into water year 1999 was 9,400 acre-feet. This carryover <br />storage was 540 acre-feet above the 30-year average. <br /> <br />October-J anuary inflows were near average at 125 percent of average. Precipitation for the same <br />period was well above average at 132 percent of average. <br /> <br /> <br />The February 1 snow-water content was 105 percent of average, which resulted in an April-July <br />runoff forecast of 52,000 acre-feet. <br /> <br />10 <br />
