..

Products'l the consultant will be required to originate programs
and systems compatible with IBM-PCAT software. rather than using
manual calculations as shown on the sample tables and
calculations. The attached tables and calculations were
prepared before the "bookoverll con.cept was considered in the
operations study. The consulLant will therefore need to
prepare another set of tabl~s that include the Ilbookover"
concept or revise the attached tables accordingly should the
study committee decide at the time of contracting to pursue
this option. While the water budget in Table 4 is sufficient
to model the fluctuation of the total reservoir contents. a
more detailed operations analysis of each entities' storage
account wi~l be necessary to insure that each entity has
sufficient storage rights to satisfy both its augmentation
requirements and its evaporation obligation on the permanent
pool.

Table 1 - Storable Inflows

Each entity will provide a tabulation of the storable
inflows to the reservoir, on a monthly basis. for the
hydrologic sequence analyzed under the water rights it will
allocate to Bear Creek Reservoir. This information is
attached as Appendix B to ~his Scope of Study.

Table 2 - Releases to the River

Each entity will provide a tabulation of the releases from
the reservoir. on a monthly basis. that will be needed to
cover its out-of-priority diversions. This information is
also part of Appendix B.

Table 3 - Evaporation Losses Worksheet

These worksheets proviue [or a systema~ic calcUlation of
the monthly evaporation losses from the total reservoir
contents as well as the allocation of these losses to the
permanent pool and the storage accounts. Table 3A is for
Scenario A and Table 3B is for Scenarios B. C and D.

Table 4 ~ Reservoir Operating Plan

Table 4 is an accounting of beginning of the month (BOM)
contents, total inflows. releases to the river. evaporation
losses, account spills and the end of month (EOM)
contents. It also provides the end of month (EOM)
reservoir elevations.

Table 5 - Accounting Sheets

Table 5 is an individual accounting sheet for each entity
(Table 5-State, etc.) that accounts for inflows, releases
to the river, ~vaporation losses. account spills and the
BOM contents and EOM contents of each account.

-9-
