In addition the study will show whether <br />each entity has allocated sufficient water rights for storage <br />in Bear Creek Reservoir to meet its augmentation requirements <br />and its evaporation losses. The study will also fully document <br />the accounting procedure and highlight all assumptions made and <br />used in the accounting procedure. After review and comments <br />are made by the Study Committee involved, 25 copies of a final <br />report shall be prepared. <br /> <br />The fOllowing critical phases for the completion of the <br />study are established. <br /> <br />I. The entities and the State are required to submit their <br />basic data. including water rights information, water yield <br />analyses and water demands, to the consultant. Consultant <br />shall review the data to ensure that it is ~uitable for the <br />purpose of preparing the operations study. <br /> <br />2. The consultant will submit one set of proposed <br />accounting tables to the study committee for review and <br />approva I. I f the study inc I udes the II bookover" concept a <br />second set of proposed accounting tables will be circulated to <br />the Study Committee for approval. <br /> <br />3. The consultant will calculate the amount of evaporation <br />losses and allocate the responsibility for such losses amortg <br />the entities and the State. and will circulate copies of his <br />calculations. <br /> <br />4. The consultant shall prepare a preliminary operation <br />study as outlined in the scope of study. <br /> <br />5. <br /> <br />The consultant will prepare <br /> <br />.1::--., <br />J...l.UCl.L <br /> <br />uLafts of study. <br /> <br />Consultants preparing proposals for the operational study <br />shall indicate in their bid what the cost will be for such <br />study given two different completion dates -- six months and <br />nine months. The Study Committee will review what cost <br />savings. if any, result from the nine-month completion date and <br />decide which time frame for the study will.be established. <br />Material and data compiled and generated by the selected <br />consultant shall be owned by and available to the municipal <br />entities paying for the operational study and to the Colorado <br />Water Conservation Board. The consultant is required to <br />originate programs and systems compatible with IBM-PCAT <br />software. <br /> <br />-12- <br />
