This model was <br />developed oy the Colorado Water Conservation Board (CWCB) and the Colorado <br />Division of Water Resources, as part of Colorado's Decision Support Systems. The <br />CWCB has rei fed upon the Baseline streamflows produced from this model in their <br />eval:Jation of the RICD water rights application for the City of Durango. <br /> <br />At our request, on March 19 the CWeB provided a spreadsheet that includes the <br />fol:cwing daiiy streamflow amounts. The streamflows were provided at the USGS gage <br />Animas River at Durango (Durango gage) during a 1975 through 2003 period. <br /> <br />1. The historic streamflow recorced at the gage. <br /> <br />2. The Baseline streamflow determined by the model. As described in the modei <br />user's manual, San Juan/Delores River Basin Water Resources Planning Model <br />Users Manual (November 2005), the Baseline simulation projects the current <br />demands, uses, and administration over the entire study period. In other words, <br />current operations are "backcasr to the beginnir.g of the study period. The <br />Baseline rrodel does not include conditional water rights or future conditions. <br /> <br />3. The available streamflow determined by the model. According to the user's <br />manual. available streamf:ow is the amount of water not required to satisfy <br />downstream demands and instream flow rights.
