A<"\

~

Based on this sun-ey and the medians of this survey, shm."-n above in Figure t this would put a minimum
flow for a reasonable recreation experience at somewhere betw.een 250 efs and 350 cfs. \Vhile this a very
different riyer, and anticipated uses may be considerably different, it is my opinion that similar
whitewater performance can be obtained in appropriate reaches of this river for flows significantly less
than those requested in the RICD.

Comvarison to flow rates in artificial courses used bv pavine customers. In order to determine a
minimum stream flow to provide a reasonable recreation experience, it is helpful to examine other courses
in the Cnited States and in the world.

The tables sho\'TI in Figures~n6 below provide the flow range and Performance Index (PI), as dermed
in the Policy "Ylanual, for some of the better-known whitewater courses in the US and throughout the
world. ~1any of these courses were built to host internationally-sanctioned whitewater slalom events
while proyiding a reasonable facsimile of a river experience for rafting, play boating, and private boaters.
Some of the courses listed also host freestyle kayaking events. The length is driven by the necessity of
providing a regulation-length course for slalom, presently 240 to 400 meters (790 to 1310 feet). The
yertical drop must be adequate to provide continuous action for the entire length without long slow
stretches.

Location

Co m p etitlve.
D iscnarge ft"sec
.
u.

PI
(high flow)
.

Usage

.

Augsb~rg
(10 We qiartf
.
