Durango RICD

bstantiate flow rates. It should be noted that the depths (h) and widths (b) used in the
Design Report are not justified or supported in any manner. In other words, required flow rates
are determined using depth (h) and width (b) values which are not explained or justified.

Legal Basis

SB 216:
SB 216:

<>\
Supreme Court Decision:

Section 2, 37-92-103, (4) Beneficial Use
Section 2, 37-92-103,(10.3), Recreational In-channel Diversion
Means...
Minimum Flow Rate

Opinion #4.

Adverse impacts to the river and regulatory floodplain have not been reasonably
evaluated. Therefore, it has not been demonstrated that this is an appropriate reach.

Basis of Opinion
Inappropriate roughness coefficients, expansion coefficients, and loss coefficients were used in
the hydraulic model provided by REP. In addition, information or analysis relating to impacts to
the floodplain resulting from deposition (see below) have not been provided. These impacts
have been observed and documented on other courses in which REP was involved. ~

Opinion #5.

It is likely that the structure~mpact the bedload transport capabilities of this reach of
the river and that subsequent change (increases) in the river bed will occur. This is likely
to result in corresponding increases in the regulatory floodplain and changes of the
structures' performance. Therefore, it has not been demonstrated that the intended
recreational experience will be created at the minimum amount of stream flow necessary.

Basis of Opinion

Deposition of bed material and elevation of the river bed is likely to occur upstream of the in-
channel structures due to lower velocities and related riverbed shear stre~s. Since these
structures concentrate the elevation drop and dissipate energy in the river at specific locations,
the adjacent reaches have less energy to transport the bed material that travels down the river.
These impacts have been observed and documented on other courses in which REP .w~
involve~ i.8_l!{h~umentation of a bedload or sediment analysis or model~
provided. ~

Legal Basis

Policy Manual:
Policy Manual:
SB 216:
SB 216:

Adverse Impacts and Durability
Hydraulic Engineering Definition of Control
Appropriate Reach of the Stream Required for the Intended Use.
(10.3) Capture and Control
