<br />SECTION 2 <br />WHETHER THE RICD IS PROVEN TO ONLY PROVIDE THE <br />MINIMUM FLOW NECESSARY FOR REASONABLE RECREATION EXPERIENCE <br /> <br />This section is to evaluate the Durango RICD application in regards to the requirement for the <br />minimum flow necessary for a reasonable recreation experience. The Durango RICD application <br />is apparently based on the "Report on the Design, Functionality, and Physical Characteristics of <br />the Durango Boating Park as it Relates to the RICO Application" prepared by Recreation <br />Engineering and Planning (REP Report), undated. <br /> <br />SECTION 2.A. DESIGN CRITERIA <br />The REP Report lists the following user groups with associated design criteria (pages 10-18): <br /> <br />City of Durango <br />Environmental Groups/Fishing <br />Commercial Rafting <br />Recreational Boater <br />Top-Level Boater <br />Retailers/Residents <br />Other <br /> <br />The criteria for the three boating user groups (e.g commercial rafting, recreational boaters, and <br />top-level boaters) should be directly applicable to the evaluation of whether Durango has proven <br />the RICD would provide the minimum flow necessary for a reasonable recreation experience. <br />However, the design criteria listed for the three boating user groups does not include any criteria <br />for determining the minimum flow necessary for a reasonable recreation experience. <br /> <br />For instance, by reviewing the design criteria for top-level boaters below, there is no mention or / <br />indication of the minimum flow necessary and, in fact, implies the minimum would not be <br />adequate for this group. The "Associated design criteria" for top-level boaters (page 16) is: <br /> <br />· Must have quality whitewater that is appropriate for surfing, challenging boating and <br />competitive events including dynamic and powerful world class competitive events <br />during run-off. <br />· Must have great play spots. <br />· Must have variety of paddling experiences to choose from. <br />· Must have a facility that contributes to the objeGtives of these users, whether training for <br />international level competition, recreation usage, or preparation for more difficult river <br />running outside of the park. <br />· Must have a year round training facility that augments the current programs and facilities <br />in and around the City. <br />
