For example, an aircraft seeding along Victor Airway 105-257 between Fhoenix and Prescott could efficiently seed the Verde River drainage. If the aircraft was also required to fly southeast of Phoenix along Victor Airway 94 to affect the Salt River drainage, then clouds in the Verde River drainage would not be seeded with the same frequency. The decision on the number of aircraft should, therefore, be based on a priority system or on whether or not precipitation occurs simultaneously in both drainages. Since the remotely-controlled high elevation seeders would more liKely be used in the Verde River drainage, the choice between those ana aircraft would hinge on precipitation require- ments in the lower Salt River drainage. If an aerial seeding plan was selected, the aircraft sho~ld be equipped with both wing-tip silver iodide dispensers and a dry ice hopper. The pilot could be available either on-call or dedicated to the program. Previous experience has shown that an on-call pilot is less expensive to the program. However, delays can sometimes be encountered in scheduled flight departures if an on-call pilot is used. The delays can be minimized with daily or more frequent pilot briefings. The seeding program should be based in Phoenix and in operation between November and March. The seeding program staff would consist of an operations director and an assistant. A project-specific rawinsonde unit is essential for identification of optimum seeding conditions. Office space should be made available for project operations, rawinsonde receiving equipment, and other data sources (weather charts, satellite charts, teletype data, etc.) If Salt River Project could furnish 3-28
