Colorado: <br />SECTION 1. 37-92-102 (3), Colorado Revised Statutes 1973, <br />is amended to read: <br /> <br />37-92-102. 'Le9islative . declaration. (3) Further <br />recognizing the nee to c:orrelate the activities of mankind with <br />SOIlM! reasonable preser\l'ation of the natural environment, the <br />Co 1 orado water conservat i on board is hereby vested wi th the <br />authority, on behalf of' t.he people of the state of Colorado, to <br />appropri ate in a manner cons i stent wi th sect ions 5 and 6 of <br />article XVI.of the state constitution, or acquire, such waters of <br />natura 1 streams and 1 a,kes <IS MY be requi red to preserve the <br />natural environment to a reasonable degree. Prior to the <br />initiation of any such app'ropriation, the board shall request <br />recOISendations froll,thedivision of wildlife and the division of <br />parks and outdoor recreation. Nothing in this article shall be <br />construed as authorizing any state agency to acquire water by <br />eIIi nent doma in, or to depri ve ~~he peop 1 e of the state of Colorado <br />of the beneficial use of tho!se waters available by law and <br />interstate compact.
