<br />Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br /> <br />sedimentation pond. The unfortunate design of this pond and associated structures, and the <br />unforeseen complication of the structural characteristics of the bottom of the pond prohibited the <br />original design from ever functioning as expected. Recent efforts have generated new <br />engineering designs to address these problems, and cooperation from the agencies involved is <br />such that if funded, the project will be completed by the fall of 2008. <br /> <br />In terms of meeting water management goals and objectives, and identified water needs, again, <br />this Project qualifies on many levels. By cleaning up the Headwaters of the Fraser and the <br />Colorado in the manner described above, the project optimizes existing reduced water supplies, <br />and enhances recreational opportunities and environmental conditions. This Project also <br />promotes cost effectiveness 1) by completing efforts and investments of money and countless <br />hours that were started over a decade ago, 2) by protecting the $750,000 recently completed river <br />enhancement project led by the towns of Winter Park and Fraser, and paid for by Great Outdoors <br />Colorado money, 3) by recovering and recycling mined CDOT traction sand for a second <br />purpose as road base or other county designation. This project provides operational flexibility by <br />allowing Denver Water to operate it's diversion without having to fIrst flush out sediments <br />collect~d behind its dam facility in the spring, and to CDOT by allowing removal of deposited <br />sediments within a one-month window when flows are low and prior to spawning season, thus <br />protecting workers and the environment. As mentioned previously, this activity does involve <br />rehabilitation of an existing facility. <br /> <br />2. Th~ water activity is consistent with Section 37-75-102 Colorado Revised Statutes. The <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br /> <br />This water activity is completely consistent with Section 37-75-102 Colorado Revised Statutes. <br /> <br />3. The water activity underwent an evaluation and approval process and was approved by the Basin <br />Roundtable (BRT) and the application includes a description of the results of the BRTs evaluation <br />and approval of the activity. At a minimum, the description must include the level of agreement <br />reached by the roundtable, including any minority opinion(s) if there was not general agreement for <br />the a~tivity. The description must also include reasons why general agreement was not reached (if it <br />wa~ not), including who opposed the activity and why they opposed it. Note- If this information is <br />included in the letter from the roundtable chair simply reference that letter. <br /> <br />As stated previously, The Project is will be presented to the Colorado Basin Roundtable at their <br />November meeting. ' <br /> <br />4. The water activity meets the provisions of Section 37-75-104(2), Colorado Revised Statutes. The <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br /> <br />This project will help meet a non-consumptive need in the Colorado River basin. The needs assessment for <br />the Colorado River Basin is well under way but at the time of this grant application is not completed. The <br />Fraser River Watershed is included in the non-consumptive needs assessment for the Colorado River Basin <br /> <br />5 <br />
