<br />EAST GRAND WATER QUALITY BOARD <br />PO Box 159 <br />Fraser, Co. 80442 <br /> <br />11/17/07 <br />Colorado Water Conservation Board, <br />Rick Brown <br />1580 Logan Street, Suite 600 <br />Denver, Colorado 80203 <br /> <br />Dear Rick, <br /> <br />Included with this letter is a grant application from the East Grand Water Quality Board <br />for fmancial assistance with their Fraser River Settling Basin project. This project is an <br />attempt to re-design a previous settling pond project that was intended to collect the <br />traction sand from the west side of Berthoud pass before it can travel down stream. <br />The original project, completed in 1995, failed to maximize sediment deposition and <br />proved to be imposable for maintenance equipment to access. This project was funded by <br />a 319 grant which left just enough funds for the EGWQB to pay for an improved <br />engineering plan. With the engineering completed, we are now entering the funding stage <br />which will be followed by the construction and eventually the removal of the sediment <br />that is choking the Fraser River. This sediment deposition is intensified by a lack of <br />flushing flows caused by trans-basin diversions on this stream reach. The EGWQB feels <br />that this project is critical to the biological stream health of the Fraser River. This <br />sediment ,deposition is also having adverse effects on the water intake structure operated <br />by the Winter Park Water and San. Dist., who is one of our dues paying members. The <br />EGWQB has several partners in this project who also see the importance of stopping this <br />sediment migration. These partners are: The Denver Water Board, the Colorado <br />Department of Transportation, The U.S. Forest Service, The U.S. Army Corp of <br />Engineers, Grand County, The town of Winter Park and the Winter Park Ski area.
