Water Supply Reserve Account – Grant Application Form <br />Form Revised May 2007 <br />_______________________________________ <br />existing base model for the Granite Dam site and no existing base model for any of the other water <br />diversion). <br /> <br />Task 4 <br />Associated Design Report: Recreation Engineering and Planning will create an associated design report <br />for each diversion describing improvements, requirements for implementation and cost estimates. <br />The reports will describe the nature of the improveme nts, their functionality and benefits, and describe <br />examples of similar improvements at other locations around the US. Additionally the reports will provide <br />information about required regulator y permits and provide steps to implementation. A detailed cost <br />estimate will be provided for each diversion site. <br />Deliverables will include a full color report with photos and diagrams. Hard copies and electronic (.pdf) <br />copies will be provided. <br />Personnel <br />Gary Lacy, P.E., REP <br />: Gary Lacy has nearly 30 years of professional experience, in both the public <br />and private sector, in planning, design, permitting, construction and project management in dam <br />modification and removal as well as whitewater by p ass channels and whitewater parks. Founded in <br />1983 Recreation Engineering and Planning (REP) has b ecome the nation’s leader in whitewater park <br />design and boating safety improvements. As President and Chief Engineer of REP Gary will serve in a <br />supervisory roll. <br />Shane Sigle, M.S. Water Engineering, REP: <br />Shane Sigle has worked on water rights and diversion <br />projects for the last 9 years, including 2 years working on irrigation and stock water projects in New <br />Zealand. Shane’s experience ranges from diversion stru cture sizing, design, and review to stream wide <br />water rights assessments and augmentation plans. Shan e has also provided expert testimony on water <br />allocation and diversion cases. Current work in cludes designing fish passage and whitewater drop <br />structures taking into account diversion structures on the Colorado River, Grand Junction, CO and the <br />San Juan River, Pagosa Springs, CO. Shane will serve as the lead project engineer. <br />í <br />Mike Harvey, CFM, REP <br />: roject Manager, Mike Harvey has worked with many communities to <br />successfully guide whitewater park, river restoration, dam modification, trails and greenway projects <br />through planning, permitting, public-process, funding, d esign and construction phases. Mike has worked <br />closely with both municipal governments and citizens groups in order to unders tand and meet community <br />needs and goals. Mike has served REP as a project ma nager on projects of varying size and scope and in <br />diverse communities around the country. Mike is based in Salida, Colorado and has extensive <br />knowledge of the Upper Arkansas River as both a former professional outfitter on the Arkansas and <br />Founder and President of the Arkansas River Trust. Mike will serve as the local project manager. <br />Syd Schieren, PLS, Landmark: <br /> Landmark Surveying owner Syd Schieren, is a Professional Land <br />Surveyor licensed in the State of Colorado, LS 37937, and practices in Salida, Colorado. Syd has a <br />Bachelor of Science degree in Surveying and Ma pping from Metropolitan State College of Denver and <br />graduated Cum Laude. He was awarded the “Bernsten International Scholarship in Surveying” as well as <br />multiple awards from the Professional Land Surveyors of Colorado (PLSC). Syd is a member of the <br />American Congress on Surveying and Mapping and a member of the Professional Surveyors of Colorado. <br />8 <br />
