<br />2. Outline the steps needed for completion of the proiect. What permit issues must be <br />overcome? How will funds acquired in this process be used to accomplish the final goal? <br /> <br />In order to complete this project within the limited timeframe, several tasl(s are being <br />worl(ed on concurrently. <br />. A design-build team, has been selected to develop designs and oversee <br />construction of the project. The team was chosen based on their preliminary <br />design, cost estimates and proposed schedule for the project. The team will <br />enhance their preliminary design using new site information and project <br />parameters. By August, a detailed design for construction will be prepared. The <br />preliminary design, cost estimate and project schedule will be available in mid- <br />March (see Appendix C). <br />. The Bureau of Reclamation (BaR) is worl(ing with LPWWA to issue a temporary <br />access permit (for site investigations) and to generate an abbreviated <br />Environmental Assessment (EA) for the project. Because the project is within the <br />area permitted under the ALP project, there is extensive information to use as a <br />basis for an EA. Also, mitigation measures and protocol are already in place <br />under ALP agreements. The BaR will assist in getting approval of the EA from <br />other agencies and lil(ely will issue a Finding of No Significant Impact (FONSI) <br />for the project by August. Once a FONSI is issued, the BaR can enter a Land <br />Lease License Agreement with the LPWW A and project construction can <br />proceed. <br />. The development of commitments from interested parties is an ongoing process. <br />The LPWW A Board has received verbal support from a variety of entities; letters <br />of support are pending. Also, the Board is meeting with the Southern Ute Indian <br />Tribe to attempt to develop financial commitments for construction of the intal(e <br />structure. <br /> <br />The project tasl(s, timeline and budget are outlined in the Scope of Worl( section. The <br />Southwest Basin Roundtable funds will be used for the design-build team, the consultant <br />and the attorney for their worl( on design, permitting and project development. <br /> <br />Other funding sources include a Southwest Water Conservation District grant that was <br />awarded to assist in current engineering, management and permitting expenses. Also, a <br />DOLA grant application similar to this CWCB application will be reviewed March 19, <br />2008. The LPWW A is requesting grant funding from the Southwest Basin Roundtable as <br />well as the Statewide WSRA account. <br /> <br />3. For prioritization of different proposals and assessment of the merits of the plan., can <br />this proiect be physically built with this funding. Are further studies needed before actual <br />construction is commenced (if the proiect anticipates construction)? Will these studies or <br />additional steps delay the completion of the proiect substantially? <br /> <br />The domestic water supply system, which is based on several previous studies, is a larger <br />project that will require several stages of funding and planning, as well as building.
