Provide a brief description of your organization below: see "Description of Applicant" in Part 2 of Criteria and <br />Guidance for required information. <br /> <br />The Colorado Parks and Recreation Board was established in 1937, the program was funded in <br />1957, the first park, Cherry Creek State Park was opened in 1958 under the Division of Game, Fish <br />and Parks. Parks was made a separate division, the Division of Parks and Outdoor Recreation, in <br />1972. State Parks legal mandate is under CRS Title 33, Article 10. <br /> <br />33-10-101. Legislative declaration. (1) It is the policy of the state of Colorado that the natural, <br />scenic, scientific, and outdoor recreation areas of this state are to be protected, preserved, <br />enhanced, and managed for the use, benefit, and enjoyment of the people of this state and visitors of <br />this state. It is further declared to be the policy of this state that there shall be provided a <br />comprehensive program of outdoor recreation in order to offer the greatest possible variety of <br />outdoor recreational opportunities to the people of this state and its visitors and that to carry out <br />such program and policy there shall be a continuous operation of acquisition, development, and <br />management of outdoor recreation lands, waters, andfacilities. <br /> <br />State Parks has 263 full time employees and 680 seasonal temporary employees and about 6900 volunteers who <br />contribute about 180,000 hours per year. State Parks manages 44 parks making up approximately 224,000 acres with <br />4375 campsites and 64 yurts/cabins. We receive about 11.3 million visitors per year on those 44 state parks. <br />Parks statewide programs handle hundreds of thousands of registrations for OHV, snowmobiles, boats and <br />commercial river rafters, as well as handling stewardship of79 Colorado Natural Areas. <br /> <br />This zebra mussel issue comes at particularly difficult time for Colorado State Parks when our operating budget is <br />approximately $36,000,000, but our general fund support has decreased over the last four years leaving us in a deficit <br />of $1.2 million dollars for the coming fiscal year. General fund currently makes up about 18.5% of our operating <br />budget. We are also pursuing a late session budget supplemental request to address the matching funding for this <br />project. This funding would primarily pay for the next fiscal year (July 1, 2008-June 30, 2009) of staffing and <br />operating needs to implement sampling, education, inspection and decontamination procedures at 4 other high risk and <br />priority parks for the coming fiscal year. Again this grant request address the most critical needs focused on Lake <br />Pueblo for the time period of April 1, 2008 to June 30, 2008. The research and education will go a bit longer. <br /> <br />4.
