<br />Water Supply Reserve Account - Grant Application Form <br />Fonn Revised May 2007 <br /> <br />supply. <br /> <br />As a result of the proposed improvements, the city will increase its available water collection capabilities in <br />addition to its production of water meeting the drinking water standards thereby eliminating the current gap <br />facing the city. This will provide the means to the city provide potable water to the city customers including <br />the expansion of the CCA Correctional Facility. The CCA facility expansion will bring needed economic <br />development to the lower portions of the Arkansas River Valley. Improvements to the city's distribution <br />system will result in a reduction of operation and maintenance cost, which will lower costs for the city's overall <br />users. The repairs, improvements and modifications stated above have been prioritized as needed by the <br />city and critical to the future development, life and sustainability of the city's water system. <br /> <br />7. Please provide a brief narrative of any related or relevant previous studies. <br /> <br />Starting in January 2006, the City of Las Animas contracted with GMS, Inc. Consulting Engineers to evaluate <br />their water system. In October of 2006, the contract was expanded to include evaluating the water treatment <br />plant to determine if the city could meet the demands of the local correctional facility doubling in capacity. <br />The study was completed in March of 2007. The study defined deficiencies throughout the water system and <br />broke them into priorities. <br /> <br />The total cost of the priorities were calculated at $5,018,283; however, if the four priorities were undertaken <br />simultaneously, a cost savings would be recognized through reductions in engineering, construction <br />observation, other engineering and administration related expenses. Thus the corresponding total project <br />cost would be reduced to an estimated $4,729,029. Based on meetings with city representatives and <br />assessing their ability to take on additional debt, the projects were reviewed from a financial impact basis. <br />The project that evolved included the first two priorities of work coupled with activities 3.1, 3.2 and 3.3 from <br />priority three. The corresponding cost estimate for the large combined project of $4,729,029 was reduced to <br />$2,472,220 within this effort. <br /> <br />8.
