Summit County Government is acting as the lead agency of an IGA (Inter
Governmental Agreement) between Summit County Government, the Town of Dillon
and the Town of Silverthorne. The Town of Dillon and the Town of Silverthorne are
both home rule municipalities in the State of Colorado. As the project moves to
construction, Summit County, Dillon and Silverthorne will likely form a Water Authority
to take on the financial and operational responsibilities for the enlarged Old Dillon
Reservoir. In the mean time, Summit County will act as the lead financial member of
the Old Dillon Reservoir Group (ODR group) and is therefore requesting the grant on
behalf of the ODR group.

Summit County government does not directly provide potable water but provides a
supply of raw water for direct use and augmentation to water users within the County.
The Town of Dillon and the Town of Silverthorne operate water distribution system
enterprises to directly provide potable water to the residents and businesses located
within their respective communities.
