<br />and water intact. <br /> <br />In addition, our historic water use patterns, riparian wetlands, water quality, scenic viewsheds, wildlife <br />corridors and habitat are all threatened by accelerating development, the demands for augmentation water <br />for wells, and increased demands on the river. <br /> <br />These threats can be minimized and land and water resources stabilized through conservation <br />easements-ifwe act in time. As previously stated, the preservation of the riparian zone and the <br />associated water rights will also provide a buffer to the river from groundwater depletions; thereby <br />protecting senior surface rights and helping to preserve the economic base in the SL V. <br /> <br />Timing of Opportunity: <br />We have spent the last several years laying the ground work for the Rio Grande Initiative. With the <br />GOCO Legacy Grant award, there is excellent momentum for this project. Substantial lands have already <br />been protected along the river and landowner interest on the rise as they see their neighbors implement <br />conservation easements. Now we are seeking to maximize our opportunity in order to maximize the <br />number of conservation transactions we can achieve in the next two to three years. We see this as our <br />window of opportunity. Otherwise, the development of key lands could occur and the chance to preserve <br />them and their important water rights may well be permanently lost, rather than permanently protected. <br /> <br />e. The length of time needed to implement the water activity; preference will be given to activities, which <br />can be implemented in the least amount of time taking into consideration the complexity of the activity. <br /> <br />As noted, the GOCO Legacy Grant funds awarded in December 2007 are available over a three year time <br />frame. As soon as matching funds are secured, the implementation of conservation transactions will begin <br />in 2008. WSRA funds would be applied to the first projects to be implemented, which could well be <br />accomplished in 2008 and no later than 2009. <br /> <br />f The applicant has the expertise and ability to implement the proposed activity. <br /> <br />Between the partners on this project, we have a strong local presence and credibility with RiGHT and the <br />SL V WF AC combined with highly experienced, national level organizations through DU and TNC. <br />Collectively, our track records demonstrate the full expertise and ability to achieve a landscape-scale <br />project of this importance. <br /> <br />g. The applicant is providing matching funds and the amount of matching funds or is obtaining partial <br />funding from other sources and the amount and source of such other funds or is providing demonstrable <br />in-kind contributions. <br /> <br />In addition to funds awarded by the WSRA, the balance of the cash match for the overall $7.385 million <br />GOCO Legacy Grant will be raised from sources including federal, state and local public funds including: <br />. NA WCA - we are applying for a $1 million grant in March 2008, with strong prospects for an <br />award, given the excellent track record of three previous such grants awarded to the SLY. Also, <br />the regional Board for the Intermountain West Joint Venture (IWJV), which ranks applications to <br />the national council, will be holding their spring 2008 meeting in the SL V, so we will have the <br />opportunity to highlight our project to them in person. Please also see the letter of support from <br />Dave Smith, IWJV Coordinator. <br />. SLY and State-wide Habitat Partnership Program Committees ($75,000 funding confirmed) <br />.
