<br />Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br /> <br />4. Please provide an overview of the water project or activity to be funded including - type of activity, <br />statement of what the activity is intended to accomplish, the need for the activity, the problems and <br />opportunities to be addressed, expectations of the participants, why the activity is important, the service <br />area or geographic location, and any relevant issues etc. Please include any relevant TABOR issues that <br />may affect the Contracting Entity. Please refer to Part 2 of Criteria and Guidance document for additional <br />detail on information to include. <br /> <br />Type of Activity: <br /> <br />Grand County has contracted and funded Phases I and II of th SMP with the intent of developing a scientifically <br />defensible andcomprehensive SMP. Phase ill is anticipated to begin in the spring of 2008. Grand County is asking <br />for partial financial assistance of Phase ill which complements the entire basin's attempt to identify and address <br />non-consumptive needs by providing a template. <br /> <br />Phase ill of the Grand County SMP is an assessment of nonconsumptive water needs that will help the county to <br />affectively address where in the study area reaches exist that will benefit from altered flow regimes, how targeted <br />flows can be met by coordinated operations of water users, and where, if minimum flows cannot be met, restoration <br />projects might be most effective. <br /> <br />Altered flows in Grand County, in particulm, extreme low and depleted flows, are believed to be contributing to <br />aquatic habitat degradation, including high water temperatures, water quality degradation, and loss of flushing <br />flows. For example, recently, multiple maximum daily and weekly average temperature exceedences have created <br />the need for cooperation to bring late summer stream temperatures in the reaches of concern down to within MW AT <br />levels, in order to protect the fisheries they contain, and to avoid filing for 303( d) listing. In addition, extreme low <br />flows are impacting water users including physical limitations for diverters, water providers, and recreation use. <br />Two general flow conditions are being considered for the SMP: 1) environmental flows to address aquatic issues <br />and the physical habitat requirements of fisheries , and of healthy riparian ecosystems, and 2) flow conditions for <br />water users. Considered together, environmental flow and flow conditions for water users will comprise the <br />recommended preferred flow regime. <br /> <br />This water activity does not invoke any TABOR issues for the contracting entity. <br /> <br />7 <br />
