<br />Water Supply Reserve Account - Grant Application Form <br />Fonn Revised May 2007 <br /> <br />By installing new PVC collection mains, these two phenomenas will be eliminated in the replaced segments. <br />Therefore, the city's WWTP has the potential of seeing a reduction in the amount of hydraulic loading on the <br />plant. In contrast, the underlying ground water will no longer be impacted by raw sewage contamination. <br />This will potentially result in better water quality within the underlying ground water. In addition to these two <br />environmental benefits, the city will realize a cost savings benefit. This will be through the reduction in jet <br />rodding of the newly replaced collection system segments. This single item has the potential of impacting the <br />users fees through a net reduction in cost. The replacement, repairs, improvements and modifications stated <br />above have been deemed a critical priority by the city and also critical from a liability standpoint, cost of <br />operation, human health and sustainability of the city's wastewater collection system. <br /> <br />7. Please provide a brief narrative of any related or relevant previous studies. <br /> <br />Starting in January 2006, the City of Las Animas contracted with GMS, Inc. Consulting Engineers to evaluate <br />their wastewater collection system including piping, manholes and pumping systems. In October of 2006, the <br />contract was expanded to include evaluating the wastewater treatment plant to determine if the city had the <br />available capacity within the plant to meet the demands of the local correctional facility doubling in capacity. <br />The study was completed in March of 2007. The study defined deficiencies throughout the wastewater <br />collection system and broke them into priorities. The total cost of the priorities were calculated at $1 ,588,000. <br />Based on meetings with city representatives and assessing their ability to take on additional debt, the project <br />was reviewed from a financial impact basis. The corresponding project includes the first four priorities. The <br />corresponding cost estimate is $1,237,000. <br /> <br />8.
