Box 400
Pueblo CO 81002-(HOO

January 17,2008

Mr. Rick Brown
Interstate Water Management Development Section
Colorado Water Conservation Bomd
1580 Logan Street, Suite 1600
Denver, Colorado 80203

Re: Water Supply Reserve Account 2008 Grant Applications for the City of Las Animas

Oem Rick:

Under separate cover you should receive two (2) WSRA grant requests for the City of Las Animas. One
request asks for $100,000 from the Basin Fund plus $200,000 from the Statewide Fund. The other request
is for $200,000 from the Statewide Fund.

At the Arkansas Roundtable meeting of January 9,2008, these items were approved by consensus but
several concerns were raised by individual roundtable members:
1. First, and perhaps most importantly, the applicant was encouraged to revise the applications with
respect to the grant criteria and the SWSI Phase I "gap." My understanding as of the writing of this letter is
that the applicant's engineer has been in contact with you to better understand this concern of the
roundtable. Our CWCB Board liaison, Mr. Hmold Miskel, and Mr. Wayne Vanderschuere, who
participated on the criteria and guidelines committee, both offered to assist in this process. So, while the
roundtable felt that these applications had merit, the conformity to the WSRA criteria was raised as a
concern.
2. A representative from a downstream county queried the applicant's engineer concerning the
impact to water quality resulting from the system upgrades contemplated in the application. While the
engineer assured the roundtable member that the discharge met stream standards, documentation of the facts
to that member has been requested.
3. Several roundtable members who are associated with municipal water supply systems questioned
the tap fee structure ofthe City of Las Animas. After a healthy discussion, including the need to keep tap
fees low to stimulate business development in Las Animas, this concern was addressed.

I
I
