SOUTHWEST BASINS ROUNDTABLE <br />STEVEN C HARRIS, CHAIR <br />% Southwestern Water Conservation District <br />841 East Second Avenue <br />Durango, Colorado 81301 <br />970-247-1302 <br />EMAILED January 21, 2008 <br />Mr. Rick Brown <br />Chief, Intrastate Water Management and Developinent Section <br />Colorado Water Conservatioi7 Board <br />1580 Logan Street, Suite 600 <br />Denver, Colorado 80203 <br />SUBJECT: Applications for Bauer, Sawpit, and LaPlata West <br />Dear Mr. Brown: <br />The Southwest Basins Roundtable (SWR) is pleased to submit applications from the <br />Bauer Lake Water Company, Town of Sawpit, and LaPlata West Water Authority for <br />funding from our basin account from the Water Supply Reserve Account (Account) and a <br />second application from LaPlata West Water Authority for funding from the state <br />account. <br />The applications were submitted to the SWR 10 days prior to the meeting for review. <br />The meeting was held during one of the mairy snowstorms southwest Colorado has had <br />this year so there were 14 people in attendance and 10 people participated by <br />teleconference. A quorum for the SWR is 18 people and 24 people participated so there <br />was clearly a quorum. Representatives for each application participated in the discussion <br />either in person or on the phone (Sawpit). Each application was considered in detail <br />which included significant discussion. The applications received unanimous approval by <br />SWR at our January 9, 2008 meeting. There were no dissenting or minority opii7ions. <br />The four applications froin these entities have been forwarded to you previously. <br />The Bauer Lake application includes a new mix of funding so that no funds would come <br />from the state account. $40,000 would come from our basin account. The applicai7ts are <br />now paying for 50% of the cost of the project through cash and loan froin Southwest <br />Water Conservation District. Though tlus was not approved by the CWCB previously, <br />we believe the change in funding allocation should address the major concerns. As one <br />roundtable member said, it is important to maintain the use of existing storage. <br />LaPlata West Water Authority had two applications approved. One application is for an <br />engineering study to determine how best to access water from Lake Nighthorse of the <br />Aiumas-LaPlata Project. The second application is for construction funding. The two <br />applications were considered and approved now because of the tight time frame to <br />
