<br />and non-consumptive. If allowed to spread, the Zebra Mussels could impact municipal and industrial <br />facilities including water outlets, treatment facilities and distribution systems. The natural environment, <br />including sports fisheries and endangered/threatened species are at risk due to the species’ filtering of <br />planktonic nutrients for the water thereby affecting the food chain. The Great Lakes have seen significant <br />declines in trout, whitefish and walleye populations due to the Zebra and Quagga Mussels. While the full <br />impacts of the zebra mussels to agricultural water supplies are not yet known, there is a potential for the <br />species to affect irrigation system components such as headgates, pipes and sprinkler/drip systems. Due to <br />the potential widespread effects, staff believes that the applicant is justified to request Statewide Account <br />funds for this project. The applicant also described in detail how this project will help address many of the <br />SWSI Management Objectives. <br /> <br /> <br />Issues/Additional Needs: <br /> <br />At the time this Water Activity Summary Sheet was written, an approval letter from the <br />? <br /> <br />Arkansas Basin Roundtable has not been received by the CWCB. Please provide the BRT <br /> <br />approval letter. <br /> <br />The applicant is requesting that the Board waive an application submittal requirement specified <br />? <br /> <br />in the WSRA Criteria and Guidelines. Specifically, the applicant is requesting that the CWCB <br />waive the requirement that the application be submitted to the CWCB no later than 60 days prior <br />to the Board meeting. Since these criteria and guidelines were developed and approved jointly <br />by the CWCB and the IBCC, both entities must agree to this request. The IBCC agreed to waive <br /> <br />this requirement at their March 7, 2008 meeting. <br /> <br /> <br />Staff Recommendation: <br />The proposed project meets the Threshold Criteria and a significant portion of the Statewide criteria. <br />Staff recommends funding up to $1,000,000 from the Statewide Account for the Colorado State Parks <br />Zebra Mussel Response contingent on resolution of the items in the issues/additional needs section. It <br />should be noted that past costs can not be reimbursed. <br /> <br />All products, data and information developed as a result of this grant must be provided to CWCB in hard <br />copy and electronic format as part of the project documentation. This information will in turn be made <br />widely available to Basin Roundtables and the general public and will help promote the development of <br />a common technical platform. <br /> <br /> - 3 - <br />
