<br />3.Install meters on the remaining city facilities that are not metered. <br /> <br />4.Provide the means to bypass the existing 2.0 million gallon underground water storage tank, repair <br />the tank and provide a means of being able to pump water from the tank to the distribution system <br />within a long duration power outage. <br /> <br />5.Undertake distribution system improvements to eliminate old, deteriorating, undersized water mains <br />and frequent pipeline failures <br /> <br />6.Replace existing and install new fire hydrants throughout the city for fire protection and system <br />flushing. <br /> <br />Goals <br />The goals of this project include the following: <br /> <br /> <br />1.Have the water collection facilities in place to produce enough water to meet demands placed on the <br />water treatment plant. <br /> <br />2.Utilize the city’s water resources to the maximum extent possible by re-drilling a well not currently <br />used to benefit the city, county and state. <br /> <br />3.Have the necessary treatment capacity within the WTP to produce enough water meeting system <br />demands. <br /> <br />4.Have the necessary treatment equipment in place to produce water meeting all water quality <br />standards and rules. <br /> <br /> <br />5.Reduce the amount of operation and maintenance required of the distribution system thereby <br />reducing costs for all users of the water system. <br /> <br />6.Provide the catalyst, water, for economic development and expansion for the city, county, <br />surrounding area and region. <br /> <br />The stated goals will be accomplished through the installation of the referenced facilities. The facilities will: <br />provide the city additional WTP capacity required to meet demands; eliminate old, brittle and failing piping <br />throughout the distribution system; enable the city to operate and maintain their water system more cost <br />effectively. All work will be installed by means of heavy machinery. <br /> <br />Discussion: <br /> <br />The proposed project focuses primarily on delivery/improvements of treated drinking water. The proposed <br />project does include redrilling of an existing raw water supply well. While the proposed project meets the <br />broad eligibility requirements it does not develop new supplies and it is a single purpose project. The <br />applicant did not present a strong argument for how the project maximizes existing supplies, does not detail <br />how much water loss is occurring at this time and how the project is expected to improve system losses. In <br />addition, given the issues identified by the applicant it surprisingly appears that the City has not undertaken <br />any specific water conservation programs which would maximize existing supplies. <br /> <br />The applicant does identify the economic issues that the lower Arkansas is facing and the financial assistance <br />needs of the City of Las Animas. However, the applicant states that the primary urgency of need for the <br />project is the expansion of the correctional facility but does not provide any information of description <br />regarding why the cost of the project should not be shared by the end user which in this case is the <br />correctional facility. <br /> <br /> 3 <br />
