? <br /> <br />In Part B.6 of the application more information needs to be provided in terms of source of supply. <br />This should be done in the context of the ALP “water allocation” and source of water to the ALP <br />project and potential beneficiaries of this proposed project. <br />? <br /> <br />Given the ambitious nature of this project and the fact that there could be as many as 8,100 potential <br />taps it is disappointing that little to no effort has been made to develop a conservation <br />plan/framework for use of the ALP water. The applicant should discuss their justification for not <br />establishing metering requirements, rate structures, indoor plumbing criteria and outdoor water use <br />criteria. <br />? <br /> <br />The schedule needs to be revised to link to the specific scope tasks and subtasks and deliverables for <br />which water supply reserve account are being sought. <br /> <br />Staff Recommendation: <br /> <br />Meeting the rural water needs in the southwest basin roundtable area was a critical need identified in SWSI. <br />Construction of infrastructure is vital to put the ALP water allocations to beneficial use. As noted above it is <br />extremely disappointing that there does not appear to be significant contribution by potential beneficiaries <br />and greater coordination/cooperation to evaluate “marketability’ of ALP water for the southwest basin. Staff <br />expects that the applicant will provide more insights into this once the items in the discussion and <br />issues/additional needs section is complete. There appears to be tight timelines to build and “in reservoir” <br />structure based on the fill schedule for the facility. Delay in funding could create some significant <br />difficulties for implementation of the project. At the same time the application has several deficiencies as <br />noted above that would under other circumstance lead to a negative recommendation from staff. However, <br />given the possible opportunities to begin to put ALP resources to beneficial use staff is recommending <br />conditional approval of up to $1,000,000 of funding from the statewide account and up to $100,000 of <br />funding for the basin account to fund the La Plata West Rural Domestic Water Supply System project. <br />Funding approval is contingent on successful resolution of the items in the discussion and issues/additional <br />needs sections. <br /> <br />All products, data and information developed as a result of this grant must be provided to CWCB in hard <br />copy and electronic format as part of the project documentation. This information will in turn be made <br />widely available to Basin Roundtables and the general public and will help promote the development of a <br />common technical platform. <br /> <br /> <br /> 10 <br />
