In <br />hydraulic characteristicsother <br />another subtask it states a review of , bed materials and <br />characteristicstypical proceduresstream parameters <br /> to compare with to determine (bolded terms <br />are unclear and should be defined based on the current wording it is unclear what will be done, how <br />and what will be produced). <br />? <br /> <br />Without a summary from Phase II it is difficult to put the current scope and work into meaningful <br />context. Is it possible to summarize the basic findings, provide a status and expected outcomes and <br />categories of information and products/deliverables? The proposed scope of work should then be put <br />into context in terms of the biological and/or recreation conditions and attributes/resources of interest <br />i.e., what environmental attributes are sought and what are the resource management objectives and <br />how does the scope advance our understanding these issues and the associated resource management <br />objectives? <br />? <br /> <br />A schedule of tasks was not provided. <br />? <br /> <br />The budget does not provide detail on the other direct costs. Please provide categories and unit costs. <br />? <br /> <br />On Page 7 of the application it state that one of the goals is meeting flow conditions for water users. <br />Please clarify if this means meeting the consumptive needs for ALL water users. <br />? <br /> <br />On Page 7 of the application there is mention of degraded water quality. Please clarify the use of the <br />WSRA is for water supply not water quality. <br />? <br /> <br />On Page 7 it mentions the “loss of flushing flows” as aquatic habitat degradation. This assumes a <br />causation that may or may not exist. The habitat condition in relation to the desired environmental <br />attribute should be assessed to see if there is impairment to species, ecological conditions and <br />whether these are significant in terms of the resource management objective both nonconsumptive <br />and consumptive. <br /> <br />Staff Recommendation: <br /> <br />Staff fully supports the identification of non-consumptive and consumptive needs in the Fraser and Upper <br />Colorado River basins in a collaborative and cooperative manner. The current application takes strides in <br />emphasizing this approach. Staff believes the project can be funded. However, without a final scope and <br />without the additional detail on the scope tasks, budget, schedule and coordination/collaboration issues staff <br />can not fully evaluate/approve the application at this time. Staff does not recommend funding at this time <br />but encourages the applicant to submit the additional information as soon as possible for consideration of <br />funding in May or July. <br /> 8 <br />
