<br />Discussion: <br />The application appears to meet all of the Threshold Criteria. Regarding the Evaluation Criteria, the <br />applicant emphasized the environmental, municipal, and economic benefits that are likely to occur with the <br />completion of this project. Primarily, the applicant stresses the importance of Winter Park and the entire <br />Fraser River Valley to the State’s recreational based economy. Benefits to aquatic and riparian habitat <br />include prevention of smothering of trout spawning and feeding areas, and prevention of aggregation, <br />migration, and erosion of the stream channel. Several significant river restoration projects have been <br />completed within the Towns of Winter Park and Fraser costing approximately $750,000 utilizing GOCO <br />grants. Another river improvement is scheduled for this summer through the base area of the Winter Park ski <br />area. If implemented, this project will protect the investment in the existing and planned stream restoration <br />efforts. <br /> <br />In addition to benefits to the health of the fisheries and overall riparian ecosystem, the project seeks to <br />benefit consumptive water users. It is expected that water and sanitation districts will see improved drinking <br />water quality, and reduced costs associated with treating turbidity. Finally, reducing the availability of <br />sediment will improve water quality both through reduced sediment load, and through the filtering and <br />stabilizing effects of healthy riparian areas. In summary, staff believes that the applicant did a good job <br />describing how this project will have positive effects on the water supplies (consumptive and non- <br />consumptive) within the Fraser River Valley. <br /> <br /> <br />Issues/Additional Needs: <br /> <br />Please provide more detail in the budget. The budget should specify the level of effort, rates and <br />? <br /> <br /> <br />direct costs associated with each task listed in the scope of work. <br /> <br /> <br />Staff Recommendation: <br />The proposed project meets the Threshold Criteria and a significant portion of the Statewide criteria. <br />Staff recommends funding up to $127,900 from the Statewide Account and up to $60,000 from the <br />Basin Account for the Fraser River Settling Pond project contingent on resolution of the items in the <br />issues/additional needs section. It should be noted that past costs can not be reimbursed. <br /> <br />All products, data and information developed as a result of this grant must be provided to CWCB in hard <br />copy and electronic format as part of the project documentation. This information will in turn be made <br />widely available to Basin Roundtables and the general public and will help promote the development of <br />a common technical platform. <br /> <br /> - 3 - <br />
