<br /> <br />?July 2001, Dr. Paul C. Murphey of the University of Colorado Museum prepared a Paleontologic <br />Assessment of Old Dillon Reservoir and Dillon Ditch for a USFS Special Use Permit for the Dillon <br />Ditch and Old Dillon Reservoir. <br /> <br />?June 1998, GEI Consultants, Inc, prepared a brief report and conceptual engineering report entitled <br />"Enlargement of Old Dillon Reservoir Engineering Feasibility Study" to outline the potential size and <br />impacts of a reservoir enlargement at the Old Dillon reservoir site. <br /> <br />?February 1994, Ted Zorich & Associates, Inc. prepared a "Phase I Report, Reconnaissance Investigation <br />for the Reservoir Enlargement at Old Dillon Reservoir" which addressed conceptual design and costs, <br />preliminary geotechnical investigations and physical water availability. <br /> <br />The project meets the eligibility requirements of the criteria and guidelines for the Water Supply Reserve <br />Account. The BRT voted 17-2 in favor of approval with the two no votes supported by the following <br />comments: 1) Cost of Water and 2) Preferred non-structural option agreement with Denver Water Board. <br /> <br /> <br />Issues/Additional Needs: <br /> <br />The applicant does not provide a summary of how this project might move forward following this initial <br />phase of work. It is anticipated that the cost per acre feet of storage will be significant. How do the project <br />proponents anticipate paying for construction and maintenance of the project should it move forward? <br /> <br />Staff Recommendation: <br /> <br />Staff recommends approval of up to $100,000 for the NEPA and permitting components and preliminary <br />engineering work including a wildland hydrology study, probable maximum flood study and a dam break <br />analysis related to the Old Dillon Reservoir Enlargement contingent on successful resolution of the <br />issues/additional needs. Invoices for this work will be processed/paid by CWCB at a rate of 67% of total <br />invoice amount and not to exceed $100,000. All products, data and information developed as a result of this <br />grant must be provided to CWCB in hard copy and electronic format as part of the project documentation. <br />This information will in turn be made widely available to Basin Roundtables and the general public and will <br />help promote the development of a common technical platform. <br /> <br />- 3 - <br />
