<br />4. The Roundtable review was contingent on receiving written approval from the owners of the diversions <br />"prior to the CWCB meeting." At the time of this review, no written approvals have been provided. <br />Funding is contingent on the Applicant providing the written support of the owners of the four diversion <br />structures. <br /> <br />5. The type of in-kind matching funds is unclear. The Applicant should clarify the type of in-kind work that <br />will be done, or that has been completed, and why these in-kind services should count towards matching <br />funds. <br /> <br />6. Based on Board policy and past experience, the Staff is concerned about the sustainability of river <br />modifications. Therefore, it is imperative that design concepts and previous expertise of project <br />participants demonstrate a high likelihood of sustainable river improvements. The consultant identified <br />by the Applicant must meet basic engineering standards related to the design, modeling, and engineering <br />work associated with this project. The Staff has concerns that some of the consultant's work in other <br />areas of Colorado and the United States has not been designed or constructed in order to withstand the <br />tests of time and certain flows (e.g. Pueblo, Gunnison, Pagosa Springs, Vail, Union Avenue, and Green <br />River). The Staff wants to assure, to the extent possible, that these funds will be used to design structures <br />that will have some permanence without the need for constant maintenance and repair by the diversion <br />structure owners (or others). The applicant needs to describe how they will address sustainability of <br />design and design improvements. <br /> <br />Staff Recommendation: <br /> <br />Staff supports this project as an initial step towards improving recreational experience associated with the <br />Arkansas River basin while improving the efficiency of diversions from the Arkansas River for traditional <br />consumptive uses. The Staff supports funding this project, however, the Staff has some concerns. Staff <br />recommends approval of up to $56,954.50 for the Arkansas Headwaters Diversion Structure Improvement <br />project. Funding is contingent on successful resolution of the items identified in the issues/additional needs <br />section. <br /> <br />All products, data and information developed as a result of this grant must be provided to CWCB in hard <br />copy and electronic format as part of the project documentation. This information will in turn be made <br />widely available to Basin Roundtables and the general public and will help promote the development of a <br />common technical platfonn. <br /> <br />- 3 - <br />
