However, it appears that the $56,304 of in kind services from the Homestake <br />diversion owners has been spent previously on the current design of the structure. Past expenditures do not <br />count toward matching funds. The type and fonn of the matching funds should be clarified by the Applicant. <br />The Application indicates that additional matching funds may be obtained. <br /> <br />County: <br /> <br />Lake, Chaffee and Fremont counties <br /> <br />Drainage Basin: <br /> <br />Arkansas <br /> <br />Water Source: <br /> <br />Arkansas River <br /> <br />Water Activity Summary: <br /> <br />GARNA is a 50l(c)(3) non-profit organization that promotes the awareness of, and appreciation for, the <br />natural, cultural and historical resources of the Greater Arkansas River Valley. This organization has <br />cooperative agreements with land and resource agencies and municipalities throughout the Arkansas River <br />basin and is able to oversee this project that involves several different geographical areas within the basin. <br /> <br />The Arkansas Headwaters Diversion Structure Improvement Project would promote two important purposes: <br />I) it will assist in making four diversions on the Arkansas River more efficient at all water levels; and, 2) it <br />will improve the ability of boaters to have a safe boating experience and will help improve the overall <br />recreational experience of visitors to the Arkansas River Headwaters Area. This project would accomplish <br />these purposes by conducting a detailed engineering study and by obtaining design drawings to update and <br />improve four diversion structures. The four structures are: 1) the Homestake structure in Granite (near <br />Leadville) operated by Aurora and Colorado Springs; 2) the Helena diversion structure near Buena Vista that <br /> <br />1 <br />
