Declaration of policy. (3) Further recognizing <br />the need to correlate the act1v1ties of mankind with some <br />reasonable preservation of the natural environnrent, the Colorado <br />\vater conservation board is hereby vested \iith the authority, on <br />behalf of the people of the state of Colorado, to appropriate in <br />a manner consistent with sections 5 aTld 6 of article )...:VI of the <br />state constitution, or acquire, such w~ters of natural streaQ5 <br />and lakes as may be required to preserve the natural environment <br />to a reasonable degree. Prior to the initiation of any such <br />ap~ropriation, the board shall request recommendations froQ the <br />division or wildlife and the division of parks and outdoor <br />recreation. Nothing in this article shall be construed as <br />atlthorizing any state agency to acquire ~Clter by eminent domain, <br />or to deprive the people of the state of Colorado or the <br />beneficial use of those \vaters available by 1 a..... and interstate <br />compact. <br /> <br />SECTION 3. 148-21-13 (1) (c), Colorado Revised SLatutes <br />1963 (1971 Supp.) , is a~ended to read: <br /> <br />143-21-18; Applications for water rlg~ts or chaLges of suc~ <br />rights - p1a~s for augmentatIon. (1) Cd) The tee rOT zlllng ~l <br />aDpllcat1.0n shall be t\ventv-five dollars; and for filing a <br />statement of opposition, the fee shall be fifteen dollars.
