It is important that wind
data reflecting the flow over the mountain crest lines be acquired, so the best release site(s) may
be from the foothills of the costal range. A site near Corona del Mar has already been identified
as one possibility.

Once terrain data are assimilated into the model, various flows will be modeled to optimize the
sounding location. It may be possible to release the rawinsondes from various locations if
sufficient lead time can be provided.

Preparation of SF 6 Detector, Technician Refresher Training
The Washington State University SF6 detector will require some pre-project preparation and
calibration. In addition, the NA WC technician will have to be re-familiarized with the unit. The
SF6 tracer gas will have to be procured in quantities sufficient for the program, along with
various other high-purity gases required for instrument calibration.

The SF6 detector itself will have to be installed in the project aircraft, and interfaced with the
data system. A special outside air inlet will also have to be installed, as the proposed aircraft is
pressurized.

Preparation of Research Aircraft
All project instrumentation will have to be installed on the aircraft, including the data acquisition
system, meteorological sensors, and PMS probes. This process will require from two to four
weeks. The specifications of all the various instrumentation are provided in Sec. 2.3.2, below.

Writing of Field Operations Plan
A detailed field operations plan must be written, reviewed, and finalized prior to the beginning of
the field program. Since seeding methodologies in the context of the operational Santa Barbara
County program are already established, the research operations plan need focus only on the
research-related issues. Other operational issues (such as program suspension) are already
addressed in existing documents.

Program public information aspects will be handled by the Santa Barbara County Water Agency.

FAA Waiver for Lower Flight Near High Terrain
A waiver will be sought from the FAA which, if granted, would allow the research aircraft to fly
within 1,000 above the highest nearby terrain, rather than the customary 2,000 feet. This
additional clearance will be needed to better sample the lower portions of the plumes as they pass

Weather Damage Modification Program 33

;/
~{"L

~r\S

i'\lt~
O~\

SR R:~
~~
