Still in courts? <br />McCloud: Filed in 1971; still in courts. <br />Hecox: Can you please speak to federal issues and how the basin handles <br />dealing with those in this arena of uncertainty. <br />Olean: Projects and plans go forward only if they can work within those <br />federal constraints. <br />Michelle: The Federal Reserve issues hang us up hugely with our needs <br />assessments. <br />Hugh: Colorado River Compact is the big factor. <br />Fred Walker: Recreational in chaiulel diversion? <br />McCloud: conditional water right; still measuring its use and value. White <br />water river park does not consume the water in any way; upstream commuiuty <br />is Crested Butte; their water rights are senior; water park is 2002 water right. <br />Bob Streeter: Transfer of ag water to non ag use? <br />Olean and Hugh: Don't lc~7ow the quantities; has been some transfer for <br />augmentation water; Paoiua, for instance. Requirement to get a tap: must <br />bring water to the table; thus this has caused ag water to be sold. This has <br />inflated the cost of the water...from ag use to developer uses to domestic <br />water suppliers. <br />McCloud: In upper basin: ag water converted to subdivisions; not huge, but <br />growing trend. Change of use on same land. <br />Mike Shimmin: Please tallc about needs assessment; your perspective as a <br />basin. <br />Michelle: 14 Taslc forces are put together; currently undertaking a study of <br />non consumptive needs-this is most challenging; have not finished any of <br />them; <br />Hugh: domestic needs better understood <br />McCloud: organized for consumptive needs assessment. Well defined and <br />comprehensive. <br />III. Presentation of South Platte Basin Roundtable. <br />Fred Walker, Bob Streeter, Sasha Charney: <br />See Roundtable website for power point presentation. <br />Big challenges: Fred emphasizes that our efficiency of use of our water is over <br />75%. <br />Questions or Discussion: <br />Hugh: Gap: is this surface water or includes wells being shut out? <br />Hecox: Gap is for M&I; wells that have been shut down are agricultural only; <br />Joe Frank: Agricultural shortage; <br />Jerke and Fred Walker: Numbers used for gap were generated before wells <br />were shut off; so gap would be more than what we see (400,000+ ac ft in 2030). <br />8 <br />
