MEMORANDUM <br /> <br />CWS File #07-190 <br />To: Ms. Tammie Petrone, CWCB <br />From: Val Flory, P.E. <br />cc: Mike DiTullio, Kathy Hawkins, Fort Collins-Loveland Water District <br />Date: 2-25-08 <br />Subject: 50% Progress Report for Fort Collins-Loveland Water District Water Conservation Plan <br />Clear Water Solutions is working with Fort Collins-Loveland Water District (FCLWD) to <br />complete a Water Conservation Plan in accordance with State regulations following the <br />Guidance Document produced by the Colorado Water Conservation Board (CWCB). <br />The Guidance Document outlines nine steps in the water conservation planning <br />process. To date, LHWD has completed all of Step 1, Step 2.1, and Step 4. <br />Initially, we evaluated the physical components of the District’s water system and its <br />sources of water supply. FCLWD serves a population of 13,700 in approximately 60 <br />square miles, including Timnath, portions of Windsor, Fort Collins, Loveland and <br />Larimer County. FCLWD owns Colorado-Big Thompson (C-BT) water and native ditch <br />shares in numerous local ditch companies. FCLWD uses the native water through <br />exchanges for C-BT water. FCLWD receives its treated water from the Soldier Canyon <br />Filter Plant (SCFP), which it jointly owns with North Weld County Water District and <br />East Larimer County Water District. The main limitations identified for FCLWD are: 1) <br />availability and cost of new water supply, and 2) a lack of raw water storage. The <br />District is currently looking at raw water storage options that were identified in an <br />evaluation completed for the SCFP. <br />FCLWD’s water rates, revenue from water sales, and billings and collections process <br />are described. These provide an overall picture of the current condition in addition to <br />helping to establish the baseline for determining potential lost revenue due to water <br />conservation in further planning steps. <br />FCLWD currently categorizes water use according to tap size; ¾”, 1”, 1- ½”, 2”, 3” and <br />6” meters. Water use can be extracted for residential, commercial, and irrigation taps <br />for evaluation and establishing water savings goals. The largest water users for <br />FCLWD include a dairy and irrigation taps for commercial and subdivision open spaces <br />and golf courses. <br />Water demand projections are included in a treated water master plan that is near <br />completion.
