When either Mr. Reynolds or Mr. Heggli is <br />unavailable, Mr. Bill Mork (DWR meteorologist) will be available <br />for consultation by project staff. <br /> <br />Only Mr. Reynolds or Mr. Heggli are authorized to initiate <br />seeding. They and only they will know the randomization sequence <br />and have the knowledge of the appropriate weather conditions to <br />begin seeding. The envelope containing the seed or no-seed <br />decision will only be opened after it is determined that a <br />suitable six hour period has qualified for treatment. <br /> <br />On-off times of seeding dispensers will be logged in the computer <br />in the Project Operations Center (POC) and on the form shown in <br />Figure 2-1. This will be performed either by Mr. Reynolds, Mr. <br />~ Heggli, or a dispatcher in the POCo <br /> <br />~ <br /> <br />B. Suspension of Seeding <br /> <br />The project will apply suspension criteria to minimize either <br />actual or apparent contributions of seeding to potentially <br />hazardous weather situations.
