<br />by averaging radar observations of precipitation cell motions during the <br />treatment period and 1 hour following, the EPS starts 20 minutes after the <br />start of seeding 20 minutes "downwind" of the seeding line. It builds <br />downwind from the mean seeding line for 60 minutes at the calculated <br />advection rate, subject to the constraint that it cannot extend east of a <br />straight-line representation of the Sierra crest. The downwind limit remains <br />fixed thereafter. Each gage within the EPS is included in the response <br />variable calculations for its unique 3-hour period of expected effect. The <br />time period over which the gage is included will depend on the total treat- <br />ment time.
