<br />1. BACKGROUND <br />The Weather Modification Board was formed in 1975 to regulate <br />and conduct operational cloud seeding projects within the state of <br />North Dakota, and to conduct research and evaluation to advance <br />cloud seeding technology. The name of the Board was changed to <br />the Atmospheric Resource Board on July 1, 1987, to better reflect <br />the broad nature of the Board's responsibilities. <br />The board was originally a division of the Aeronautics <br />Commission, but it became a division of the state Water Commission <br />in 1981. The change was made- to emphasize the importance of the <br />atmosphere to the state's water supply. The Board however, <br />maintained an independent appropriation, independent authorities, <br />and personnel. Figure 1 illustrates the NDARB's structure and <br />various programs. <br />During the 1989-1991 biennium the board continued to conduct <br />successful operational and research programs. National recogni- <br />tion was achieved through research conducted in the 1989 North <br />Dakota Thunderstorm Project in Bismarck, along with the continued <br />success of the operational North Dakota Cloud Modification <br />Project. As always, the primary goal was to provide a socially <br />acceptable and scientifically credible cloud modification program, <br />maximizing benefits for the citizens of North Dakota. <br /> <br />-1- <br />
