NOAA programs in fundamental research will build on past research in such
areas as the interaction between microphysics and dynamics of individual
clouds, the response of the environment to cloud systems, studies of cloud ice
processes and their roles in regulating precipitation efficiency, and
investigation of the efficiency of natural precipitation processes in various
cloud types and geographical regions. 'These programs wID involve extensive
field observations and laboratory and modeling experiments. Participation by
industry and universi ty scientis1:S wID be supported through grants and
contracts.

'The Water and Power Resources Service will conduct fundamental research
at specific sites as an integral part of its major precipitation enhancement
projects.

All agencies conducting weather modification research have an interest in
the development of improved measurement capabilities. . Cooperative interagency
arrangements will foster development of better instrumentation and will also
provide for the essential calibration procedures and instrument
intercomparisons.

- 42 -
