<br />B. BACKGROUND <br /> <br />The Federal Government has sponsored weather modification research since <br />cloud seeding became a scientific reality in 1946. Since then there have been <br />numerous analyses of research results, assessments of current capabilities, <br />examinations of related national policy, and comprehensive recommendations for <br />stimulating progress. <br /> <br />The most recent study was mandated by Public Law 94-490, the National <br />Weather Modification Policy Act of 1976. Passed by Congress in October 1976, <br />this Act directed the Secretary of Commerce to conduct a comprehensive study <br />of the status of weather modification and to submit to the President and the <br />Congress a report on the findings, conclusions, and recommendations of the <br />study. <br /> <br />In January 1977 the Secretary of Commerce established a Weather <br />Modification Advisory Board to provide independent advice on the wide range of <br />weather modification issues to be addressed in response to the Act. The <br />Advisory Board's final report, "The ~1anagement of Weather Resources," was <br />issued in July 1978. It presented a comprehensive discussion of the current <br />status of weather modification science, technology, and national and <br />international regulation. It also recommended specific actions the Federal <br />Government should take to organize, implement, and manage a vigorous and <br />cohesive long-term program of inquiry to learn enough about the atmosphere to <br />modify it, mindfully and pruden tly. <br /> <br />The Advisory Boardls report served as the primary source document for <br />preparation of the Secretary of Commerce's report to the President and the <br />Congress. The report, entitled '"National '.-leather Modification Policies and <br />Programs," completed in November 1979 and submitted by the Secretary of <br />Commerce in accordance with the National Weather Modification Policy Act or <br />1976, was organized to respond to each of the specific charges to the <br />Secretary. It concurred with and transmitted many of the conclusions and <br />recommendations of the Weather Modification Advisory Board. The Secretary's <br />conclusions differed in some respects from those of the Advisory Board. Liese <br />differences are discussed in detail in the Secretaryls report. <br /> <br />Of greatest significance was the Secretary's agreement with the basic <br />conclusion of the Advisory Board that modification of the weather in useful <br />ways is scientifically possible. It was agreed, for example, that ~NO cloud <br />seeding techniques--enhancement of orographic snowfall in the Rocky Mountains <br />and augmentation of subtropical rainfall by dynamic seeding--are already well <br />enough developed to warrant proof-or-concept experiments. The Secretary also <br />agreed that three other cloud seeding techniques--summer rain enhancement in <br />mid-latitudes, precipitation augmentation from 'Ninter cumulus clouds, and <br />hurricane arnelioration--are at the stage w~ere exploratory ~~periments should <br />be conducted. The report concurred in the view that prudent steps should be <br />taken now to strengthen investigations or those possibilities and that the <br />Federal Government should develop a coherent, long-te~ resear~~ program and <br />organize seriously for a long-term effort. <br /> <br />- 3 - <br />
